Maybe the most effective policy change would be a Carbon Tax applied at the point of sale.

It would be imporatant to apply tax rebates so that low income earners that depend on, for example, their car for work are not unfairly penalised.
The tax could start off relatively low with progressive (above inflation) increases year on year allowing households to plan and save for necessary changes.
Why the contribution is important
Many goods are artificially 'cheap' because they are able to pollute for free. Adding a tax to reflect this pollution will level the playing field for sustainable products.
